Ontario Moves to Tighten Child-Care Safety Rules After Fatal Daycare Crash

Police and fire crews work to remove a vehicle from First Roots Early Education Academy after it was driven through the daycare's window in Richmond Hill, Ont., on Wednesday, Sept. 10, 2025.

The Ontario government is introducing new safety measures for child-care facilities following a tragic crash at a Richmond Hill daycare that killed a toddler and injured six other children. The incident occurred Wednesday at First Roots Early Education Academy when an SUV drove through the building’s front window during afternoon pickup. Three staff members were also hurt.

Police have charged 70-year-old Vinay Kumar Gupta with one count of dangerous operation causing death and two counts of dangerous driving causing bodily harm. Investigators say there is no evidence the crash was deliberate, but two children remain in critical condition.

Education Minister Paul Calandra announced proposals to ban parking spaces directly beside entryways, windows, and playgrounds at child-care centres, with exceptions for accessible spots and home-based facilities. The province also plans to remove barriers to installing protective infrastructure such as bollards, planters, and elevated curbs to better protect children and staff.

The daycare has asked for privacy as the community grieves, while police continue to investigate and gather evidence.
