Putin Signals Openness to Ukraine’s EU Membership, Reiterates NATO Opposition

Russian President Vladimir Putin has stated that Moscow has “never opposed” Ukraine’s potential membership in the European Union, marking a notable public clarification amid the ongoing war. Speaking during talks with Slovak Prime Minister Robert Fico in China, Putin emphasized that Russia’s objections have always centered on NATO expansion, not the EU.

He dismissed Western claims that Moscow intends to attack deeper into Europe as “hysteria” and “horror stories,” while reiterating that Russia’s military actions in Ukraine were a response to what he described as the West’s attempt to absorb the post-Soviet space through NATO.

Putin also suggested there may be room for consensus on security guarantees for both Russia and Ukraine if the conflict ends, referencing discussions he held with U.S. President Donald Trump in August.

The remarks come as Ukraine continues to push for closer integration with European institutions, while its NATO ambitions remain a central point of contention between Kyiv and Moscow.
